Valentinian I - Often referred to as the last great western emperor, Valentinian primarily focused on protecting borders and military campaigns. He was a Christian, but he permitted liberal religious freedom for his subjects - only banning a few ritual sacrifices and the practice of magic, rare for religious rulers of the time.
