Arcadius was the Roman Emperor for the Eastern half of the Roman Empire. He was primarily a figurehead ruler; allowing others to take are of state and government affairs. He was known for his extraordinarily beautiful calligraphy.
The back of this coin is fairly worn with age; but features a helmeted Constantinopolis sat upon a throne with a spear in one hand and Victory on globe in the other. He sits with one foot sitting on the prow of a ship.
